JAL and ANA each offer special fares and air passes for exclusive use by travelers to Japan, which enable holders to fly anywhere within Japan for a little over 10,000 yen, per flight "also referred to as Sector".

Like the Japan Rail Pass, some of the air passes have to be purchased outside of Japan.

They can only be used by:

Those who reside outside of Japan
Holding a passport issued by a country other than Japan, or Japanese passport holder with permanent residency outside of Japan
Must have an international ticket to and from Japan

Some offers are not available during certain blackout periods, which are typically the New Year and seasonal Holidays – So, avoid peak travel periods. The single most effective way to get low rates on domestic flights in Japan is to purchase as early as possible.

JAL Japan Explorer Pass

Price: 10,000 yen per Domestic Flight. Lower fares for flights to/from Tohoku Region, and flights within Okinawa and Hokkaido.
Validity: 1 or more Flights by JAL.
Purchase: Reservation and purchase must be completed through JAL's website.
Eligibility: Only individuals residing outside of Japan with an international air ticket to and from Japan.

JAL Welcome to Japan Fare

Price: 14,300 yen per Domestic Flight.
Validity: 2-5 Flights by JAL.
Purchase: Booked and purchased through selected travel agents outside of Japan before arriving in Japan.
Eligibility: Foreign travelers who fly to or via Japan from outside Japan. International air fare must be Round Trip, Circle Trip or Open Jaw.

ANA Experience Japan Fare

Price: 11,000 yen per domestic flight. Lower fares for flights to/from Tohoku Region, and flights within Hokkaido.
Validity: 1 or more Flights by ANA.
Purchase: Reservation and purchase must be completed through ANA Website. Reservations must be made at least 3 days prior to the departure date.
Eligibility: Foreign travelers who fly to or via Japan by any airline. Passenger must hold international ticket(s) to and from Japan.

ANA Visit Japan Fare

Price: 13,000 yen per Domestic Flight.
Validity: 2-5 Flights by ANA.
Purchase: Booked and purchased through selected travel agents outside of Japan before arriving in Japan.
Eligibility: Foreign passengers with international tickets on any airlines to/via Japan, and a return flight departing from Japan.

ANA Discover Japan Fare

Price: 11,000 yen per Domestic Flight.
Validity: 1 or more Flight by ANA
Purchase: Available for purchase via the ANA website for countries other than Japan, as well as through the ANA offices or travel agents outside Japan.
Eligibility: Passengers purchasing their ticket outside of Japan.
